M&E Specialist – Intervention Mapping

 

 

1.         Background

 


To address a complex humanitarian situation in a relatively resource-constrained environment such as Zimbabwe, there is an increased emphasis on the effective coordination and implementation of humanitarian interventions. In the current context of UN humanitarian reform and the concept of Cluster Coordination in emergencies, UNICEF is given direct responsibility for the coordination of the Water, Sanitation & Hygiene (WASH) and Nutrition sectors.

In 2004, UNICEF initiated efforts to strengthen its coordination role in these areas by means of intervention mapping exercises. Atlases were developed that present an overview of “who is doing what where” in Zimbabwe in the field of WASH and Nutrition. These planning and coordination tools have been well received by stakeholders and greatly contribute to UNICEF’s leadership role in humanitarian cluster coordination.  

UNICEF has since extended intervention mapping to other sections such as Child Protection, Health and HIV/AIDS. In addition, UNICEF is playing an active role in carrying out situation analyses of acute emergency situations in WASH and Nutrition and in the development of mapping tools to facilitate a rapid response. Also, in 2007, UNICEF initiated the process of further harmonizing intervention mapping across different UN agencies by developing a multi-sector Atlas that combines intervention data for key emergency related sectors.

In 2008, UNICEF intends to update and elaborate the above mentioned planning and coordination tools in line with needs analyses in the area of WASH and Nutrition. In addition, efforts will be intensified to ensure synergies with other humanitarian mapping activities undertaken by OCHA and other UN agencies.

 

To strengthen the coordination mechanism for the complex emergency in Zimbabwe and ensure a continued prominent role of UNICEF in humanitarian intervention mapping, an M&E Specialist is required to focus on coordination and standardization of intervention mapping initiatives.  

 

 

2.         Objective (s)

 


Under the direct guidance of the Country Programme Coordinator and within the context of monitoring and evaluation strategies in support of the UNICEF Country Programme, the M&E Specialist is responsible for intervention mapping to improve planning and coordination of humanitarian interventions.

 

 
3.         Major duties and responsibilities
 

Ø      INTERVENTION MAPPING – Coordinate annual intervention mapping exercises for the WASH and Nutrition sectors as well as ad hoc mapping activities for the Child Protection, Health and HIV/AIDS sections. Supervise consultants who are responsible for maintaining an updated database for each sector through regular contacts with NGOs, UN Agencies, Government departments, local authorities and other organisations. Lead the design of innovative electronic planning and coordination tools.

 

Ø      STANDARDIZATION OF INTERVENTION MAPPING – Lead efforts to further standardize and harmonize intervention mapping processes among UN agencies. Coordinate the establishment of a common emergency intervention database and the development of a second edition multi-sector intervention Atlas. Participate in GIS Task Force as UNICEF focal point for intervention mapping and share lessons learned. Provide technical assistance to other UN agencies regarding intervention mapping. Ensure standardization of data collection and mapping processes within UNICEF with a special focus on the humanitarian response.

 

Ø      NATIONAL WASH INVENTORY – In close collaboration with relevant Government authorities, coordinate a national Inventory of Rural Water and Sanitation facilities with direct responsibility for data collection and analysis. Responsible for the development of an Inventory Atlas to improve evidence based programming in the WASH sector.

 

Ø      NATIONAL WASH DATABASE - Provide support to relevant Government authorities in the establishment of a National Water Database at the Zimbabwe National Water Authority (ZINWA) and ensure UNICEF’s prominent role in the management of the database.

 

Ø      NGO DATABASE – Maintain updated NGO database that captures organisational details and geographical coverage of organisations that implement activities in sectors relevant to UNICEF’s mandate. Develop interface to facilitate access and utilization of data by UNICEF staff. 

 

 

Ø      GENERAL M&E AND DATA MANAGEMENT SUPPORT – Provide technical support in scaling up the M&E system for the NAP for OVC. Provide support to all UNICEF sections in data management for programming with a specific focus on GIS mapping and data utilization.

 

 

4.         Post Requirements

 


Education – Advanced university degree in Social Sciences, Development Planning, Information Management or a related technical field.

 

Work Experience – Minimum of five years of progressively responsible professional work experience at national and international levels in the implementation, monitoring and evaluation of development and humanitarian programmes, with a specific focus on information management.

 

Competencies:

 

Ø      Current knowledge of emergency and development issues within the Southern African context. Familiarity with the Zimbabwe context is desirable. 

Ø      Demonstrated experience in information management for humanitarian programming

 

Ø      Very strong skills in analytical and strategic thinking

Ø      Proven experience in database development and management

Ø      Strong quantitative and qualitative data analysis skills

 

Ø      Good communication skills.

 

Ø      Ability to work in an international and multicultural environment.

 

Ø      Knowledge of UNICEF programming policies and procedures is desirable.

Ø      Excellent knowledge of computer applications, in particular proficiency required in MS Access, MS Excel and GIS software.

Ø      Experience in water and sanitation sector as public health intervention

 

 

5.         Supervision

 


Responsible UNICEF Officer will be the Country Programme Coordinator.

 

6.         Proposed Contract Period and Payment Schedule

 


The M&E Specialist will be engaged for 18 months at the recommended level L3.

 

 

7.         Other Costs and Payment Modalities

 


Any required trainings and related costs in and out of the country will be covered by UNICEF as per outlined procedures.
