PURPOSE OF POST:

 

Under the guidance of Chief WASH Section, and working closely with WASH Officer Emergencies, NO-B, and other WASH staff both in the field and in Addis Ababa, responsible for the planning, implementation, monitoring and evaluation of emergency preparedness and response activities within the WASH sector.

 

Main Duties/Responsibilities

  1. Emergency Preparedness (EPREP)

·         Supports National and Regional EPREP planning and related initiatives, both of UNICEF and the WASH Sector, through assessment, analysis and detailed planning, including reviewing plans for pre-positioning supplies, establishing call-down contracts with NGOs, technical training and evaluation. Likely to involve travel to all

 

  1. Assessment and Planning

·         Conducts rapid assessments of emergency situations in any Region of the country, (for example, drought, flood, AWD, conflict related), focusing on WASH, either as part of a multi-sectoral team or in a WASH context, based on office guidelines and informed by UNICEF Core Commitments to Children in Emergencies.

 

·         Ensures that results of assessments are communicated to other partners as appropriate, and translated into detailed proposals, plans and project cooperation agreements with SMART objectives, thought through budget and achievable timeframe

 

 

  1. Technical Support

·         Supports EPREP and emergency response in all regions through the timely delivery of technical advice, covering all aspects of water supply and water quality, sanitation and hygiene, as well as monitoring and surveillance.

 

  1. Coordination and Liaison

·         Both in terms of EPREP and Response, back-stopping the NO-B PO WASH Emergencies (a National Officer whose major focus is national coordination in line with UNICEF’s role as WASH cluster lead), coordinates the different NGO and Agencies involved in an emergency response, linking these with the efforts of government at a Regional and National level, through regular interaction and active participation in WASH Emergency Task Force meetings

 

·         Under the supervision of Chief WASH and APSO (if appropriate), liaises with government counterparts on technical matters to improve the efficiency or timeliness of WASH EPREP or emergency response

  1. M&E and Reporting

·         Establish an effective M&E framework and related systems to monitor WASH outputs relating to emergency WASH interventions, including process indicators, linking this to EPR planning and training (see first point above)

 

·         Based on proposals and monitoring information, contribute to review processes and the preparation and timely submission of progress and final reports, in particular relating to Somali, Dire Dawa and Harar (e.g. quarterly reports for UNICEF, donor reports, etc).  

 

  1. As WASH Regional Focal Point (Somali, Dire Dare and Harar)

·         Working closely with the designated Area Programme Field Officer (APSO) support UNICEF WASH development and emergency programmes in Somali, Dire Dare and Harar Regions, based on frequent field visits; providing field staff, counterparts and project partners with technical advice, and providing UNICEF WASH POs with programme and management support and oversight with a focus on work-planning, and the timely and appropriate use and liquidation of funds to achieve programme objectives.

 

  1. WASH Emergency Strategy

·    Review and refine WASH emergency strategy and plans, based on UNICEF policy and plans and the UNICEF Ethiopia  Thematic Approach Paper, and the activities so defined, with participation in strategic meetings (national, and international)

Chief of WASH, L-5

 

WORKING CONDITIONS

 

·         Post is largely Office-based, with frequent travel (up to 35%) within the country.

 

 

QUALIFICATIONS:

 

 ACADEMIC:

 

·         University degree (MSc) in Civil / Mechanical / Agricultural engineering, Geology / Hydrogeology, focusing on water supply, sanitation and hygiene in the context of development and / or emergencies

 

 

WORK EXPERIENCE:

 

·         At least five years of progressively responsible professional work experience, focusing on the design, implementation and monitoring of water supply, sanitation and hygiene interventions in a development context, at least half of this being in emergencies. A strong, practical, technical background in WASH in an emergency context is essential.

•          Technical knowledge of water supply, water quality, sanitation and hygiene, especially in an emergency context

•          Technical knowledge of monitoring arrangements, including selection of indicators and appropriate benchmark values, in an emergency context

•          Analytical, negotiating, communication and advocacy skills.

•          Leadership and teamwork abilities.

•          Supervisory and managerial skills.

•          Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.

•          Computer skills, including internet navigation and various office applications.

 

 

 

LANGUAGES:

 

Fluency in English and another UN language is required. Knowledge of Amharic language is desirable.
